اصل 3
دولت جمهوری اسلامی ایران موظف است برای نیل به اهداف مذکور در اصل دوم، همه امکانات خود را برای امور زیر به کار برد:
۱) ایجاد محیط مساعد برای رشد فضایل اخلاقی بر اساس ایمان و تقوی و مبارزه با کلیه مظاهر فساد و تباهی.
۲) بالا بردن سطح آگاهیهای عمومی در همه زمینه‌های با استفاده صحیح از مطبوعات و رسانه‌های گروهی و وسایل دیگر.
۳) آموزش و پرورش و تربیت بدنی رایگان برای همه در تمام سطوح، و تسهیل و تعمیم آموزش عالی.
۴) تقویت روح بررسی و تتبع و ابتکار در تمام زمینه‌های علمی، فنی، فرهنگی و اسلامی از طریق تاسیس مراکز تحقیق و تشویق محققان.
۵) طرد کامل استعمار و جلوگیری از نفوذ اجانب.
۶) محو هر گونه استبداد و خودکامگی و انحصارطلبی.
۷) تامین آزادیهای سیاسی و اجتماعی در حدود قانون.
۸) مشارکت عامه مردم در تعیین سرنوشت سیاسی، اقتصادی، اجتماعی و فرهنگی خویش.
۹)رفع تبعیضات ناروا و ایجاد امکانات عادلانه برای همه، در تمام زمینه‌های مادی و معنوی.
۱۰) ایجاد نظام اداری صحیح و حذف تشکیلات غیر ضرور.
۱۱) تقویت کامل بنیه دفاع ملی از طریق آموزش نظامی عمومی برای حفظ استقلال و تمامیت ارضی و نظام اسلامی کشور.
۱۲) پی‌ریزی اقتصادی صحیح و عادلانه بر طبق ضوابط اسلامی جهت ایجاد رفاه و رفع فقر و برطرف ساختن هر نوع محرومیت در زمینه‌های تغذیه و مسکن و کار و بهداشت و تعمیم بیمه.
۱۳) تامین خودکفایی در علوم و فنون صنعت و کشاورزی و امور نظامی و مانند اینها.
۱۴) تامین حقوق همه‌جانبه افراد از زن و مرد و ایجاد امنیت قضایی عادلانه برای همه و تساوی عموم در برابر قانون.
۱۵)توسعه و تحکیم برادری اسلامی و تعاون عمومی بین همه مردم.
۱۶) تنظیم سیاست خارجی کشور بر اساس معیارهای اسلام، تعهد برادرانه نسبت به همه مسلمان و حمایت بی‌دریغ از مستضعفان جهان.
Principle 3
The Government of the Islamic Republic of Iran is obliged to use all its resources to achieve the goals mentioned in the second principle:
1) Creating a favorable environment for the growth of moral virtues based on faith and piety and fighting all manifestations of corruption and destruction.
2) Raising the level of public awareness in all areas with the correct use of the press and mass media and other means.
3) Free physical education and training for all at all levels, and the facilitation and generalization of higher education.
4) Strengthening the spirit of investigation and follow-up and initiative in all scientific, technical, cultural and Islamic fields through the establishment of research centers and encouragement of researchers.
5) Complete rejection of colonialism and prevention of foreign influence.
6) Elimination of any tyranny, authoritarianism and monopoly.
7) Ensuring political and social freedoms within the law.
8) Public participation of the people in determining their political, economic, social and cultural destiny.
9) Elimination of undue discrimination and creation of fair facilities for all, in all material and spiritual fields.
10) Creating a proper administrative system and eliminating unnecessary organizations.
11) Complete strengthening of national defense through general military training to maintain the independence and territorial integrity and the Islamic system of the country.
12) Correct and fair economic development in accordance with Islamic criteria to create welfare and alleviate poverty and eliminate any kind of deprivation in the fields of nutrition, housing, work, health and generalization of insurance.
13) Ensuring self-sufficiency in science and technology, industry, agriculture, military affairs and the like.
14) Ensuring the comprehensive rights of men and women and creating fair judicial security for all and equality of the public before the law.
15) Development and strengthening of Islamic brotherhood and public cooperation among all people.
16) Regulating the country's foreign policy according to the standards of Islam, fraternal commitment to all Muslims and unwavering support for the oppressed of the world.
